Add Documentation for Zero-beat Time Signatures

IWBNI the fact that time signatures with zero beats may be created were explicitly mentioned in the documentation. As it is now, it is documented that Beat Groups on the Composite Time Signature dialog box must be numbers.

Zero-beat time signatures are useful when inserting empty measures that are required for various workarounds and one wishes to have the inserted measure have zero duration. As is it now, one can create a zero-beat time signature (e.g. 0/4) by using the Composite Time Signature dialog box. And, when the Playback Controls window is used to invoke playback, such measures will have zero duration. (Note: If playback is invoked by pressing Spacebar+Click, a 0/4 measure will play back as if it were a 1/4 measure.)

This could be implemented by adding a section called Zero-beat Time Signatures to Chapter 11: Time Signature Tool of the on-line documentation. Also, zero could be explicitly mentioned as being a valid value in the description of the Beat Groups text box of the Composite Time Signature dialog box.
