IWBNI there were a new type of expression that is on the same level as note-attached and measure-attached expressions that could be attached to a page in page view. This new type of expression might be called a page-attached expression.

In Finale, one may insert a blank page before the first page of music in order to clarify the meaning of any nonstandard notation that is used in the score. In some cases, such nonstandard notation is created as a text expression or shape expression and is attached to notes or measures. With page-attached expressions, one could attach such expressions to introductory pages that are inserted before pages that contain music.

As it is now, the graphics tool may be used to export an expression as a TIFF file that may then be attached to a blank page.
