IWBNI there were an option to associate a given view percentage with a given staff set so that whenever the staff set is selected the view would be automatically scaled to the percentage.

This could be implemented by displaying a new dialog box called Program Staff Set when a menu item is selected from the submenu View>Program Staff Set (Note: This submenu replaces the normal submenu View>Select Staff Set if the View menu is selected while holding the Ctrl key.) This dialog box could contain the following controls:

If the radio button Always Use Current Value is selected, the view percentage would not be changed when the staff set is selected, as in the current version of Finale. If the radio button Scale View to is selected, the view would be automatically scaled to the specified percentage whenever the staff set is selected.
