Have Nudge Amount Apply to All Handles

IWBNI the nudge amount that is specified in Arrow Keys Nudge Items by on the Movable Items dialog box applied to all handles (e.g. articulation, expression and tuplet handles). As it is now this setting only applies to handles associated with the special tools.
