IWBNI it were possible to adjust the vertical position of the bottom staff of a system without altering the vertical position of subsequent systems. As it is now, when the vertical position of the bottom staff of a system is changed, the vertical position of all subsequent systems is also changed.

This feature could be implemented with the staff tool by allowing one to press Ctrl prior to dragging either the top or bottom handle of a given bottom staff in the case when the vertical position of subsequent systems is to remain unchanged. This would require that, for the system that contains the staff that has been repositioned, the bottom system margin be updated automatically to account for the change in the vertical position of the bottom staff.
