IWBNI the distance in scroll view between the top of the window and the first staff had no bearing on the distance between the top of the first page and the first system in page view. Similarly, IWBNI the distance between staves in scroll view had no bearing on the distance between staves in page view.

As it is now, to achieve this independence of staff positions between scroll view and page view, one can create a staff set that contains all staves. Perhaps, such a staff set could be automatically created and be that which is viewed when the menu item View>Select Staff Set>All Staves is selected.
