When Document Settings>Document Options>Display Half-Stems for Beamed Rests is selected, Finale draws stemlets. A "stemlet" is a shortened stem that is positioned above or below a rest. IWBNI it were possible to adjust the length of a given stemlet.

As it is now, it is possible to adjust the length of all stemlets (globally) by selecting Options>Document Settings>Music Options>Half-Stem Length. And, it is possible to adjust the location of a stemlet by using the Beam Stem Adjust special tool. However, it is impossible to adjust the length of a given stemlet.

Until such a feature is added, the custom-stem tool can be used to modify a stemlet. One could create a family of custom stemlets of various lengths perhaps varying in length by increments of 1/4 space.
