IWBNI it were possible to specify that ties on seconds only be shifted in the case when the horizontal distance between the tied notes is very small (or less than some user-defined threshold) and for larger spans, ties on seconds should not be shifted.

As it is now, the option Options>Document Settings>Tie Options>Shift For Seconds may be used to automatically shift (or not shift) all ties on seconds regardless of the distance between the tied noteheads.
