IWBNI it were possible to specify the type of library that is to be opened. This could be implemented by adding a submenu off of File>Open Library with items such as Articulations, Chord Suffixes, Document Settings, etc. Then, only libraries of the specified type would be displayed in the Open Library dialog box. Alternatively, there could be an option on the Open Library dialog box that would allow one to select only those libraries that are desired (e.g. Articulations).
