Arrow Keys for Navigating in Scroll View

IWBNI the arrow keys could be used to navigate in scroll view.

This could be implemented by assigning the following functions to the arrow keys in the case when no handles are selected:

Right Arrow = one measure right = clicking on the right button on horizontal scroll bar

Left Arrow = one measure left = clicking on the left button on horizontal scroll bar

Down Arrow = clicking on the down button on vertical scroll bar

Up Arrow = clicking on the up button on vertical scroll bar

Adding Ctrl with any of these keys could amplify the movement. For example, Ctrl+Right Arrow could be equivalent to clicking the gray area in the horizontal scroll bar that is to the right of the slider and to the left of the right button. Doing this could cause one to move one screen to the right.
